Fear is the driver of compliance with testing - fear of the unknown
Bill Gates is hopeful that public health has done enough to scare you into accepting his final solutions for the problems he sees:

Many quote and misquote Bill Gates about population reduction. But, sadly very few actually bring his words to light and show that the control system he is part of building is well-underway and very undramatic, all wrapped in the virtuous shrouds of “health.”
Tragically, most are merely triggered by how close they imagine a needle coming to their arm. Or by having to wear a mask. And then are relieved when there is a reprieve, real or imagined, temporary or permanent. However, the real public health machine continues to grow into place.

This testing trap and the testing infrastructure only works if there are willing victims, people who agree to be tested. If no one tested, public health and their 3,000 would have no one to control.
